Existing-building commissioning (EBCx) has been slow to gain acceptance in the operations-and-maintenance (O&M) community, partly because EBCx often is confused with O&M/preventive maintenance (PM). When EBCx is confused with O&M/PM, the facility owner feels like he or she is paying for the same service twice.
